IP Camera Adapter works fine in Windows 7 32-bit, but does not work on Windows 10 64-bit. Can anyone help me?

The name is pretty generic, but I'm hoping this is the IP Camera Adapter that you are talking about. According to its official website, the application only supports Windows XP, Vista, 7 and 8, so it's not compatible with Windows 10.
As a workaround, make sure that you're launching the tool as Administrator. Furthermore, you can try right-clicking the executable, going to Properties -> Compatibility, then choosing the Run this program in compatibility mode for option and selecting an older Windows version.
In case this is not the application you were asking about, try looking in the About section or in the Readme files for a support email address and contact the developers directly.
